Job Description

Head of Finance - 6 months contract

Head of Finance required for a 6 months contract with our public-sector client based in North Ayrshire.

You will be required to lead and manage the Financial Management area of the business and be duties will include but are not limited to -

  • Manage the Service in accordance with the principles of quality management, efficiency and people development
  • Support (and where appropriate lead) aspects of Change and Reform Programme.
  • Contribute to the Directorate Plan
  • Prepare the Revenue and Capital budgets
  • Prepare a long term financial strategy and medium term financial plan
  • Lead (as directed by the Chief Executive) and contribute to the preparation of such statutory, national, regional and other cross service plans and actions
  • Prepare reports
  • Provide advice and guidance to management
  • Support Directorates to deliver capital projects
  • Analyse policies, plans and programmes

Essential skills -

  • Educated to degree level or equivalent in an appropriate discipline
  • Member of a CCAB recognised body
  • Senior Management experience within the public, voluntary or care sectors, or in a large organisation
  • Experience of managing significant financial resources
  • Experience of formulating policy on complex issues
  • Experience of communicating at a strategic level on policy development and performance management
  • Knowledge of Financial Governance systems
  • Practical knowledge of legislation associated with the activities relating to this post

Desirable skills -

  • Experience in the operation of performance management and quality assurance
  • Experience of working within political structures or at board level
  • Experience of strategic planning and corporate working
  • Experience of partnership working and delivering outcomes with other public-sector agencies, voluntary and/or private sector organisations
  • Awareness of the statutory framework within which local government operates
  • Awareness of the financial pressures facing the public sector
  • Sound leadership of cross service /interagency/ multi-disciplinary teams
  • Able to manage organisational governance in a political environment
