Job Description

Procurement Officer - Edinburgh Public Sector - 6 months

We here at Parity have an exciting opportunity for a procurement professional to join our public-sector client for a 12-month FTC.

Main Duties and Responsibilities

  • Purchase a range of goods and services. This will include the production of specifications, evaluating and responding on tenders and associated documentation
  • Purchase and supply management, including formal contract management processes, particularly for high risk and higher spend contracts. Maintain good working relationships with suppliers
  • Ensure purchasing is in line with public sector good practice, the procurement journey and our own policies and procedures
  • Identify areas where savings and best value can be improved - including using collaborative contracts and competitive processes or other rationalisation techniques where appropriate
  • Meet suppliers and other outside bodies ensuring that our client is represented in a professional manner
  • Co-ordinate contract renewals including negotiations and reviews, and establish a review procedure and timetable
  • Advise user departments on the most suitable options to meet their needs
  • Work with internal and external audit functions and contribute to their reports and issues as appropriate
  • Scottish Government Procurement & Commercial Improvement Programme(PCIP) - on-going year-round planning and preparation, taking a lead role in the periodic assessment
  • Assist with purchase order processing as required
  • Undertake investigations and projects as directed by the Financial Controller and Director of Corporate Services and Accounts, and produce findings and recommendations
  • Assist in preparing departmental reports to Senior management including operational updates

Must be CIPS qualified or working towards qualification.
